The Trump Administration directed the Secretary of Defense to initiate a nuclear posture review on January 27, 2017. The document was presented to the public on February 2, 2018. This presentation will cover the process developed and followed to analyze, draft, and coordinate the 2018 NPR along with a discussion on outcomes and implementation including regional deterrence issues. The presentation is meant to be a conversation intended to clarify concerns or confusion on points within the document and provide an explanation on how we arrived at final language and recommendations.

Colonel Paul D. (Ric) Schumacher is currently assigned as the Deputy Director, Nuclear Deterrence Policy within the Office of the Under Secretary of Defense for Policy. He most recently has served as the Executive Secretary for the 2018 Nuclear Posture Review. COL Schumacher is a U.S. Army Functional Area 52 Nuclear Operations and Counter-proliferation Officer, with past service as a Nuclear Policy Officer in US European Command and Assistant Professor of Chemistry, United States Military Academy. COL Schumacher holds a Bachelor’s degree in Chemistry from Mercer University, a Master’s degree in Strategic Studies from the Air War College, along with a Master’s degree in Electroanalytical Chemistry, and a Ph.D. degree in Radiochemistry from Washington State University.
